Mr. Vance was born on September 17, 1940, in Woodstock, Virginia, son of the late Charles Milton Vance and Anna Lee Baker Vance Moreland. He was raised by his aunt and uncle Leo and Flora Fish. Mr. Vance was a US Navy Veteran, having served during Vietnam. He worked many years as a painting contractor until his retirement. He was a volunteer for Habitat for Humanity and worked in missions for his church.
Surviving are his loving and devoted wife of 47 years Joyce A. Vance; two sons Charles R. “Mickey” Vance of Martinsburg, WV, and Michael Weeks and wife Brenda of Chesapeake; five daughters Tammy North of Woodstock, Vickey Lake and husband Gary of Front Royal, Randy White and husband Grant of Gerrardstown, WV, Julie Clowser and husband Len of Stephens City, and Tracey Crim and husband Tony of Middletown; one sister Carolyn Miller of Bridgewater; fourteen grandchildren; and eleven great-grandchildren.
Mr. Vance was preceded in death by two grandchildren; and one great-grandchild.
