Phyllis Lee Stebing-Carter, 70, of Inwood, West Virginia, passed away on Sunday, October 9, 2016, in the home of her daughter in Fort Valley, Virginia.

Services will be private.

Phyllis was born on January 21, 1946, in Kentucky, daughter of the late Paul Stinnett and Leva M. Garman. She worked for many years for the Winchester Medical Center.

Surviving are her loving and devoted husband John C. Carter; one son Robert D. Kirby of Fort Wayne, Indiana; one daughter Audra L. Eifert of Fort Valley; one brother Tom Stinnett of Fort Wayne, Indiana; two grandsons Tyler Kirby of Fort Wayne, Indiana, and Joshua Kirby of Fort Valley; one great-granddaughter Paisley Kirby of Fort Valley.

In lieu of flowers the family request that memorial donations be made to an SPCA of your choice.
