William “Billy” Miller Biggs

William “Billy” Miller Biggs, 83, of Front Royal, Virginia passed away on Thursday, June 26, 2025 in the comfort of his home and family.

A graveside burial service will be private and his family will receive friends and extended family at the Main Street Mill Restaurant on Monday, June 30 from 11:30am – 2:30pm, with a celebration of life at 12:30pm.

Survivors include his wife, Gloria Sue Riner-Biggs of Front Royal; son, William Joseph Biggs of Front Royal; stepdaughters (late) Jennifer Roy (Jay) and Christine Ladd, two brothers, Joseph P. Biggs (Mary Anne) of Front Royal and Patterson B. Biggs (Debbie) of Front Royal; nine grandchildren; two great grandchildren and numerous nieces and nephews.

Billy was born on May 21,1942 in Winchester, Virginia to the late Joseph Miller Biggs and Elizabeth Proctor Biggs.  He was a lifelong resident, business owner and dedicated proponent of Front Royal. For more than 30 years, Billy was the owner and third generation family steward of the Proctor-Biggs Feed Mill, started by his grandfather Champ “C.C.” Proctor in 1911.

A self-taught and extremely gifted mechanical mind, Billy could often be found tinkering with a cantankerous automobile, boating his way through the bay or joining his brothers and Uncle Charles in his Navion or brother Pat’s Commander airplane for a spontaneous air-venture out west….and in his later years, gently menacing the saintly staff of the Arby’s drive thru from the front seat of his Toyota Sienna.

Billy was a larger-than-life personality, who rarely met a stranger and delighted in spirited conversations, quiet generosity and the occasional bawdy joke. He was the ringmaster of the family circus, always squeezing one more to the table loaded with Sue’s cooking or inviting his audience in on a laugh.

He loved his life, he lived it authentically and his family and friends will miss him greatly.

    Great man , wonderful uncle to my family ! Always enjoy talking cars and boats with him . Always had a great time at his house on Christmas eve ! My condolences to Sue , Pat and Joe and the rest of the Biggs family . RIP Billy

    My heart goes out to the Biggs family because of the passing of Billy the TWIN of Pat and brother of Joe.
    When you lose a BROTHER it is hard on the family. My Brother passed in April which has been hurting the family because the brothers will be missed. RIP Billy, Sincerely, Ginger Russell Kidwell
